Cygwin installation problems

Subject: Cygwin installation problems

Hi,

We have successful installed cygwin-b20.1 which is the full
distribution and at the bash shell we typed the following:
bash-2.02$  mkdir -p  /tmp
            bash-2.02$  mkdir -p  /bin
and that was successful.

we have locasted the file sh.exe and copied it to the bash
shell and was also successful.

so our problem is with the compiler we installed it
successful but at the bash shell we have been given the
instructions to type this:

1. bash-2.02$  cd /Cygnus/cygwin-b20
2. bash-2.02$  tar zxvf  /tmp/gcc-2.95.2-cygb20.tar.gz
and when we typed in the the second line above we got this
errors:
- tar (grandchild): cannot open the archive /tmp/gcc-
2.95.2-cygb20.tar.gz: permission denied
- tar (grandchild): eroor is not recoverable:    existing
now
-  gzip: stdin: unexpected end of file
-  tar: child returned status 1
-  tar: Error exit delayed from previous errors

So what could be the problem?  We have no idea. We have the
gcc file on the directory tmp.  Can you help, Please.
