Problems with chmod command when using CygWin |

Hi
I am using Cygwin (DLL version 1.3.2), on Toshiba Tecra 8000, runing Win2K.
When I try to change a file's mode to become executable, using the command :
chmod +x <filename>, it doesn't make any change at all.
Am I doing something wrong, or is this a recognised bug?
Cheers
