Control char is:

There are some problems here, however, at least on
NTEmacs 20.6 and 20.7.
If I start emacs on NT with "emacs --no-init-file"
and evaluate
(define-key global-map "\C-;" 'forward-char)
then M-x becomes undefined.
If I start emacs and do
M-: (define-key global-map [?\C-;] 'forward-char)
then C-; works as expected.
If I start emacs, put
(define-key global-map [?\C-;] 'forward-char)
in the *scratch* buffer, and evaluate the expression,
then the parser seems to think that the ";" marks the
beginning of a comment.
For example, if I position the curser at the
beginning of the line, and type C-M-x to evaluate
it, I get
Scan error: "Unbalanced parentheses", 183, 245
