Fatal Error: cannot map libXaw3d.sp

[Need Help]

I am trying to install emacs on Machine type: OSF1
nodename.com V4.0 1229 alpha
Downloaded it fine, then gunzip -dc emacs-20.4.tar.gz
| tar xvf -
gives me emacs-20.4  , fine
then cd emacs-20.4
./configure   ,completes OK, no errors.
Then: make
Goes all the way, and errors out with this error

19391:./temacs: /sbin/loader: Fatal Error: cannot map
libXaw3d.so

Stop.

The number 19391 keeps changing,is not constant ( I
guess comes from temacs). I have done make distclean,
and run 
./configure again, same problem, just a different
number. Can't go past this stage.
Feels like a bug to me somewhere.
