Well, Emacs (at this time) is developed by a core group, and CVS access
is not public. This may change in the future. However, anyone is
welcome to the source of the latest released version (20.7) and
contributions seem to be welcomed by the developers.
Having said all that, yesterday I ran across a tarball at alpha.gnu.org,
with an alpha release of Emacs 21. I do not know if bug reports are
being accepted from the general public for that release yet...could
someone "in the know" comment on this?
