tabbar on emacs on w98 crashes

I talked to David Ponce, david.ponce(at)wanadoo.fr, author of tabbar.el
<url: http://emhacks.sourceforge.net/ > and he believes that when you
run tabbar-mode on Emacs running on MS Windows 98
        (require 'tabbar)
        (tabbar-mode)
and it crashes, this is due to a bug in Emacs.
Presumably, this affects w95 as well.
I am running 
        MS Windows 98, likely no patches
        Emacs 20.3.1 the precompiled binary from the gnu mirrors
        tabbar-mode 1.3
