In GNU Emacs 21.4.1 (i386-redhat-linux-gnu, X toolkit, Xaw3d scroll
bars)
of 2006-03-07 on hs20-bc1-6.build.redhat.com

I could reproduce the bug just after starting the application:
You split the window
You click on the bottom window that becomes active
As soon as you click on the window separator to change the windows
proportion the upside-window becomes active.
So if you were trying to use page-up or page-down on the bottom window
you just get the next page on the upside window.
