No. Windows does the same as Emacs, which is why we inherit this behaviour.
No. If the application does not set CS_DBLCLKS (which emacs doesn't), Windows sends single clicks only always.
Emacs design is based on Windows behavior (shudder)? ;-) (No, I assume that you mean only that the Emacs implementation for Windows adapts to Windows limitations.)
Emacs limits Windows to behave like X in favor for its own implementation which behaves like Windows. --- grischka
