bug#18323: 24.4.50; INSTALL.REPO still refers to nt/configure.bat

INSTALL.REPO still refers to nt/configure.bat to be run before make.

Can this section be removed with the new Posix configuration scripts for
MS-Windows or does it still apply to MSDOS?
