[Bug-gnulib] FDL updates

Paul, I see you updated fdl.texi and COPYING.DOC in gnulib/doc.  Where did
you get these new "FSF versions"?  fencepost:/gd/gnuorg wasn't updated,
which until now I thought was the (only) canonical location.  I'll
update that.

The changes are obviously correct, except that my fix to the line
breaking (to avoid an overfull line in TeX) was not included.  So your
"ultimate source" also needs updating, please.
