Part of that is due to the way the gnulib lib/ and m4/ directories
started: as copies of those from coreutils.

I like the idea of having more than one maintainer sponsor the addition
of a significant new module, especially one with such a big interface.
Otherwise, it could go in and tend to be hard to change in any meaningful
way, especially in this case, since gettext has so many uses of it.
However, the fact that gettext uses it so much is perhaps enough a
tribute the usefulness and flexibility of this module that we don't need
to worry about someone coming up with an application that'd require a
significant change.
