The getdate.y used by CVS up until recently rejected dates such as
"Feb 31", and even "Feb 29" outside of a leap year.  I noticed that
the current getdate.y fails to reject dates where the day of the month
is out of range for the specified month.  It simply assumes that any
overflow should step into the next month.  Thus "Feb 29, 2003" is
interpreted as March 1, 2003.

Can anyone tell me the rationale for this change?  The change doesn't
look specific to the CVS version of getdate.y - I could find no
mention of this in the CVS ChangeLog.
