Why is this any different that not running autoconf & automake without
- --enable-maintainer-mode specified?  The issue isn't what happens when
the files are checked out of CVS, the issue is what happens when they
end up being compiled on a system where we don't control the
environment.  We already distribute getdate.c, why try and regenerate
it, especially when something like the getdate.y from GNULIB requires
something really strict like YACC=<a bison version >= 1.35>?

The .y.c target is already supplied by Automake.  It should be a
simple change.  I've attached a possible patch (my automake paperwork
is on file with the FSF).
