If we do this, we need to add an extra module 'gnu-source' with no file,
just a module description containing "configure.ac-early: AC_GNU_SOURCE".
It seems a bit over-engineered to me. OTOH, it would remove some special-
casing from gnulib-tool. I'm undecided. If you provide a patch, I'm not
against it.
