Then I worry that we'd be heading down a road with a bad precedent.
In general, our include files include system headers.  If we allow
some include files say "I gotta be last", then our include files might
start colliding with each other.

Maybe minmax.h is a special case: I don't know.  But all things
considered we're probably spending too much time on this issue and I'd
rather just leave things alone for now.
