upgraded announce-gen to GPLv3

In upgrading Autoconf to GPLv3 I found that announce-gen (taken from
gnulib) was still GPLv3.  I installed this change.  This script is
meant only for maintainers so the v2-v3 issue shouldn't be a problem
here.
