That's my understanding.
  - It has no underscores.
  - Editors see the suffix ".h" and enable syntax-coloring.
  - The ".in" reminds the autoconf macro substitution.
  - It is sufficiently compact.
  - The only problem is that ".in.h" does not sort before ".h", not what you
    wanted. But I hope this is of minor importance?

Yes, please. I agree also for the modules 'iconv' and 'locale'.
