Hi Bruno,
Let me put it another way.
How about diagnosing a missing License: when
the module is not a -test one?
If you'd prefer not to do that, I can easily convert
this into a syntax-check:
$ git grep -L '^License:' modules|grep -ve '-tests$'
modules/.gitattributes
modules/COPYING
modules/README
modules/TEMPLATE-TESTS
