Wrong. http://www.gnu.org/software/gnulib/manual/gnulib.html#Localization
So such a system exists but unfortunately it seems abandoned and uploads
to TP are unfrequent (http://translationproject.org/domain/gnulib.html).
Because of this I'm somewhat reluctant to use it myself.
