No, GNUSTEP_INSTALLATION_DOMAIN should never be hardcoded in a
GNUmakefile. Currently we do support it though; maybe this should be
disabled to protect users from software authors overwriting System stuff
and GNUSTEP_INSTALLATION_DOMAINs set in GNUmakefiles should be ignored.

Well, the default - very predictably - is always LOCAL - as per GNU Coding
Standards.
