Details:

With the latest core from svn today, popup/pulldown menus are not working at
all on windows for me.  I guess it might just be my setup, but if it's a
general problem then it's quite a large one as it will render many
applications unusable.

I  categorized this as a backend issue as there seems to be no problem with
svn trunk on gnu/linux.

My guess is that what we actually have is a window level issue ... with the
menus being created, but appearing *behind* the main window that the button
lives in, and therefore being invisible/useless.
