Details:
Currently, Make does not honor user-specified CFLAGS. As the manual says,
this variable is reserved for the user, much like OBJCFLAGS. The bug can be
reproduced easily with ctool.make or any of tool/application/framework.make
having xxx_C_FILES defined.
Patch attached.
