Details:

Trying to resize a control by dragging one of its handles as one normally
would results in the control stretching to the corresponding border(s) of the
containing view (e.g. is the left handle is grabbed, it'll stretch ALL the way
to the left hand side of the view it's in, if the bottom right corner is
grabbed, it'll stretch bottom and rightward, and so on).

This behavior began the first time I changed the value of the
GSModifiersAreKey flag (via SystemPreferences, if that helps). This seemed to
fix the issue with the Alt/Option key not being acknowledged when Alt-dragging
to create a matrix (i.e. it WASN'T letting me create them). Now, altering the
value of that flag doesn't change the behavior one iota.

One important thing to note: it only affects controls that take input e.g.
buttons, sliders, and text fields, but not ones that only give feedback e.g.
progress bars. It also seems to not affect matrices. Once created they can be
resized with no problem.

A workaround, sorta, is to Shift-drag the handles. This makes it act the old
way, but has the side-effect of temporarily turning off guidelines.

Restarting the app doesn't help. It seems to have have gotten stuck.

Included are two snapshots, one showing the behavior on a button in a window
by itself, the other inside a box.
