OK, It’s possible that some package has got corrupted. I’ve verified that when I install the downloaded packages, they don’t work right, although I’m pretty sure my local packages work fine. I’ll have to look more to figure out what is wrong.

Yes of course I did verify it exists. I guess I should have stated that in the initial message. This is why it is confusing me so much. The path is 100% in tact so that leads me to believe that something in the Cairo dll might be not quite all there. I've removed and reinstalled it a few times just to see if that would fix it but no luck. One odd thing I noticed is that after the installer is done for Cairo, the readme doesn't show up, even with the option selected. So maybe something fails before that can happen? Long shot but it's all I've got
