I agree that gnulib-tool does not need to be run by bootstrap.  In fact
that is probably not a good idea, since it needs to be run more often.

I don't remember exactly what the problematic files were with
autoreconf.  install-sh and texinfo.tex come to mind, but I don't have a
recipe.  I don't remember that I ran -f, but maybe I did.  Anyway, when
I start working on Hello, I guess I'll find out.

    Why would you use the CVS version of these files, and not also the
    CVS versions of Autoconf and Automake?  I can't see the difference.

The difference is that auto* is an integrated piece of software.  Gnulib
is a bunch of little modules, mostly completely independent.  It makes
no sense to make a "release" of it.
