To actually deliver the kudos to "that team", you should contact them
directly via their project page, as listed on

activity since 2016 though.

Just because there is a file called hello.c over there in the GNU C
Reference Manual doesn't make that manual related in any way to GNU
hello, which is a completely separate project.

Yes, hello world having header files is funny, but the intent, I
believe, ws to demonstrate the proper way to structure programs for
inclusion in the GNU ecosystem.
