You should look over the Hurd links at
http://www.fprintf.net/hurd/

Look through the sources of the hurd:

http://www.tamacom.com/tour/hurd/index.html - 0.2 Release

You might want to find and look at Linus Torvald's original
version of the linux kernel.  Ive heard its somewhat small,
and the code is rather clean (especially compared to now).

Read. And Read. and Read some more.  Its a very complicated
subject, and if you havent had at least some exposure (such
as a few university classes, or some pet projects of your own)
you have some fundamentals to understand first (memory management,
CPU internals, IO concepts, etc.)

Also, seems to me that this question is better suited for 
the help-hurd@gnu.org mailing list, as bug-hurd@gnu.org
is more oriented toward bug reports and discussions.

Lastly, install and use Linux and the Hurd.  Using Windows
wont help you understand OS Concepts, much like riding a bus
wont help you learn how to drive.
