This patch does exactly what is descibed in task #2502. The VC number is not
used yet, but I've added it to the protocol.
This patch adds the --extern-bell argument to libcons. It is switched off by
default. Is --extern-bell a good long name or does someone have a better idea?
should I increase the protocol version number?

This needs to be redesigned. Global bell events should be more like evens
indicating a change to the screen matrix, ie use a union structure to name the
console in question.
There is no need to keep a count of such global bell events. If there are so
many that we can't keep up, we will miss a few, but then it's probably better
that way.
