Of course you can write some hacks for both GNUMach and the Hurd so it
can run on top of Linux, but it's quite hard to do.  Someone said he
wanted to hack Mach to do this a while ago, but I guess that project
is dead.

If you want to work on this you can start by having a look at UML.

Anyway, it might be useful for development, but I don't see the
advantage of running GNU/Hurd in GNU/Linux from a users perspective.
The reason I use GNU/Hurd is that it is an independent OS.
