Details:


The console server and console client return an FSTYPE of FSTYPE_MISC. 
hurd/hurd_types.h contains a listing of all system-related FSTYPEs, and there
is room for two new ones.

Ideally the FSTYPE of /dev/vcs could be inspected to determine if there's a
console-server running.  I realize that a translator can report any FSTYPE it
likes, but if /hurd/term has a well-known and descriptive FSTYPE, so should
the console server and client.
