As far as I am aware, nobody proposed a random translator for inclusion
yet anyway.

If you want to start on something now, maybe you could work in the
hurdextras repository which is meant for these things, and later on it
could be transferred to the main hurd source branch.

You should be ready to assign copyright to the FSF (and get people you
base your code on to assign their copyright as well) and follow the GNU
Coding Standards if you plan to propose it for inclusion.
