Yes. The vast majority of all GNU/Hurd users use Debian GNU/Hurd and
they use the standard measures of keeping their systems up-to-date, so
they'll both get the pciutils update and the GNU Mach / GNU Hurd / glibc
packages from the Debian repositories, so this is safe. People building
from upstream sources obviously also have the new access method
available.
