Obviously it will be much more useful if written in English -- it will
actually be of use to the Hurd project, rather than just gathering dust
on some shelve... If you are allowed, you should write it in English by
all means. (Check with your advisor.)

You can write it is Swedish too of course, if you really care so much...
I for my part wouldn't bother :-)
