New GSoC IRC meeting schedule

Hi,

The scheduled weekly IRC meetings have become the major communication
point with the GSoC students. (Slow-paced design discussions on IRC
being the only other.)

I'm not really happy about that (I'd prefer more spontaneous,
non-scheduled communication on IRC); but I need to face the fact, and
take consequences: Communication once a week is not enough -- things are
getting stalled too often, and it's hard to keep track of progress.
Thus, we decided to try having two scheduled meetings each week.

In particular, in addition to the Friday meetings, there will also be
regular meetings on Tuesdays from now on, starting today.

The time remains 19:00 UTC for now. However, as zhengda is moving to a
different time zone by the end of the month, and 19:00 would not be
convenient anymore, we decided that starting next month we will be
meeting at 12:00 UTC instead.

As always, everyone is inivted to the meetings, not only the official
GSoC student(s) :-)
