If working on Hurd internal stuff (as Justus is doing), it's not one's
primary interest to fix our broken glibc Hurd patch review process.  So,
as you're saying, that's "theoretically the right thing to do", but I'm
certainly not expecting Justus to do better than us "old hands".  One
thing at a time.
