It's the converse. emacs-common is installed as arch:all sid because
the debian archive doesn't see the debian-ports archive. And the
debian-ports archive doesn't know to keep a copy of the old version of
the arch:all package.

In that debian-ports uses mini-dak, not dak, and thus has limited
capabilities. It's on the TODO-list, help welcome.
