Did you pass DEB_CFLAGS_APPEND in the first build? I don't know exactly
how the flags get passed, but I guess they are recorded by the build
system during configure only.

Alternatively, grep CFLAGS debian/* shows

rules:BUILD_CFLAGS = -O2 -g -fdebug-prefix-map=$(CURDIR)=.
rules:HOST_CFLAGS = -pipe -O2 -g -fdebug-prefix-map=$(CURDIR)=. $(call 
xx,extra_cflags)

I guess you could put it there.
