OK, this one solved.

But this I don't understand.  If the system is ELF, the libc problem
should not be exposed at all.  Has to do with this:

> shadow# echo __ELF__ |  gcc  -E  -  |  grep  __ELF__  > /dev/null
> shadow#
> 
> (I get nothing back????)

Oh, sorry, my bad.  Try
$ echo __ELF__ | gcc -E - | grep __ELF__ >/dev/null; echo $?

This should give nonzero ($? is the exit status of the last command in
the pipe).

Now, if it does not, please also give the output of
$ echo __ELF__ | gcc -E -
