[libtool] libtool-2.2 and NetBSD 1.6 IA-32 and GNU m4-1.10

Thanks to the developers who reported that the failures of the build
of libtool-2.2 on NetBSD 1.6 IA-32 were likely due to a known and
already-reported bug in GNU m4-1.10.

I'm pleased to report that after installing m4-1.4.10b from
alpha.gnu.org, and rerunning the libtool-2.2 build on NetBSD 1.6
IA-32, the builds report

        63 tests behaved as expected.
        
1 test was skipped.

The skipped test is "26: Export test".

I have therefore installed the new build of libtool-2.2 on this system.
