As far as I am aware, this is the first request we have seen to 
support using a different 'file' program.  This suggests that it may 
be a unique requirement.

Is it difficult for you to update your chrooted environment so that 
/usr/bin/file points (via a symbolic link) to the 'file' program you 
want to use?
