Did you make sure that /usr/local/bin is in your PATH prior to the 
regular Cygwin paths?  This path update needs to be in place prior to 
installing the various autotools so that the correct versions are 
used.  After installing autoconf, doing 'which autoconf' should report 
/usr/local/bin/autoconf.

Also, the test suite is sensitive to the version of m4 installed.
