This comes from downstream:

Referring to tests 28 and 73, people have reported that only fail when
"eautoreconf" is run before compiling. "eautoreconf" is a gentoo
function that runs the following:
aclocal -I m4
autoconf
autoheader
automake --add-missing --copy --foreign
Once they are run, even run manually outside portage, on a "manual"
libtool compilation, tests 28 and 73 start to fail:
28: Runpath in libtool library files FAILED
73: Run tests with low max_cmd_len FAILED
About test 37, maybe it's a local problem as seems that nobody else has noted
it in gentoo bug report.

autoconf-2.63
