This error has been fixed in Libtool version 2.2.6b, quoting NEWS:

| - Fix 2.2.6 regression that prevented using the libltdl macros together
| with Autoconf 2.59 (`possibly undefined macro: LT_LIBEXT').
It is advisable to update to a newer-than-ancient Autoconf version for
unrelated reasons though.
Also please note that the current stable Libtool version is 2.4.
