Hi Bruce,
Note that it’s libltdl that could not be found, not the ‘libtool’
command (which comes with the Guile tarball), as suggested by the
configure output you posted:
$ ./configure
.........
checking for libltdl... no
configure: error: GNU libltdl (Libtool) not found, see README.
Thus, on Debian and derivatives, you should run:
apt-get install libltdl-dev
