bug#33818: download libtool2.4 and install it with 1Msys2

Hello,

how to download and install 2.4 with Msys2. when I tried to do it I have this error :

$ pacman -U ftp://ftp.gnu.org/gnu/libtool/libtool-2.4.tar.gz
