Hello Libtool maintainers,

We are planning to migrate all templated pages on gnu.org to HTML5 in
order to improve accessibility. But before doing this, deprecated tags
such as <tt>, <acronym> and <big> need to be removed.

The web pages of Libtool contain <tt>. I got rid of it, and took this
opportunity to make other changes, as follows:

* libtool.html, contribute.html and news.html

 - Replace <tt> with quotes (text) <kbd> (commands) or <code> (programs,
   directories, etc.).
 - Replace http with https where possible.
 - Rewrite some sentences to avoid using long URLs or generic terms like
   "here" as link text.
 - Fix occasional typos, add a few commas, simplify some sentences.
 - Restyle the table of contents.
 - Update to the latest boilerplate.

* libtool.html

 - In the Downloads section, clearly separate stable releases from git
   sources; style the link to latest release as a button;
 - Simplify the Mailing Lists section; add links to contribute.html for
   bug reports and patch submission.
 - Remove the Reporting Bugs section (redundant with
   contribute.html#bugs).

* libtool.html and contribute.html

 - Remove http://www.gnu.org from local URL.
 - Limit line width.

* news.html

 - Fix XHTML errors in tables.


A diff is attached. If you agree with the changes but don't have time
to commit them right now, I will gladly do it.
