According to the change log file, it should be there so 
I didn't actually check. However, you are right that it
isn't included in 1.4.13. 

If you download lilypond-1.5.57.tar.gz you will find the file 
in the main directory. You could actually copy also the files 
lilypond-mode.el and lilypond-font-lock.el to be sure to get a 
combination of files that work well together. They should be 
just as relevant for version 1.4.13 as for 1.5.xx.
