installation problems under Win98

Hello,

I am trying to install Lilypond 2.0.1-1 under Windows98.  The installation
seemed to proceed without error.  However, when I tried to double click on
the "test.ly" file on the desktop, there is no application associated with
the *.ly file (*.ly files have the MS-DOS icon displayed.).  If I associate
the *.ly file with the cygwin.bat file, a shell is opened, but nothing else
happens.

I can run the bash shell, but it does not seem to recognize the "lilypond"
or "lilypond-bin" or "ly2dv" command.
