I have a PC with windows XP. I have downloaded the Bertalan Fodor-Martin

Not sure what steps you've taken. LilyPond does not exist as a stand-alone
program for Windows. It runs under cygwin, a Linux like environment for
Windows. It is necessary to download/install cygwin and include the
LilyPond package. Directions for that can be found here:

Now, assuming you've installed according to the above you must understand
that LilyPond is not an interactive point-and-click program. Simply
starting LilyPond won't do very much. LilyPond is a batch program which is
run on an input file. Go here to learn about the input syntax:
