Did you try to place the \paper block above the \book block?
The following works here:
\paper {raggedright = ##t}
\book { \score {{c'}} }
Btw, the documentation is not very clear when it comes to this. I cannot find
anything in the manual that says that any \paper blocks within a \book block
should be ignored.
